Editorial review: October 23, 2026. WV PATH is West Virginia’s shared entry point for major food, health, cash, child-care and heating programs. A combined application does not produce one combined decision. WIC appointments, housing waiting lists and weekly unemployment certifications also require separate action. Use the routes below to identify the person or office that can resolve your next step.
Choose the right application and next task
| Need | Start here | Next task |
|---|---|---|
| Food, family cash or health coverage | WV PATH and DoHS | Program-specific interview, records and decision |
| Child-care costs | BFA Child Care guidance and the regional resource and referral agency | Family eligibility, provider arrangement and authorized care |
| Heating bill or repair | BFA LIEAP or the repair program route | Current intake, urgent notice or separate equipment authorization |
| WIC nutrition services | WV WIC | Clinic contact and certification appointment |
| Rental assistance | Local housing authority or assisted property | The selected list and its update instructions |
| Income after job loss | WorkForce West Virginia | Initial claim and weekly certifications |
SNAP: current purchase guidance supersedes the January soda announcement
The Bureau for Family Assistance SNAP page explains monthly food benefits and links to WV PATH. Report your food household, current income and requested expenses. If you have recently lost work or pay, identify when the change occurred and ask which evidence the eligibility worker needs. Save the submission confirmation and complete any interview or verification request.
The state’s July 10, 2026 notice says it discontinued implementation of the Healthy Choices waiver following federal guidance and a court decision. It says sweetened carbonated beverages became eligible again immediately. Older January soda-restriction notices therefore should not be presented as the current rule at this review.
A purchase question, a lost EBT card and a household eligibility issue need different follow-up. Tell the office or card service exactly what failed. For a work-rule notice, ask which requirement, counted months and exemption assessment apply to you; do not assume a general statewide summary resolves your circumstances.
WIC: use the clinic route, including for children already receiving other help
West Virginia WIC provides nutrition and breastfeeding support, specified foods and referrals for eligible participants. Its online screening and application route collects initial information. Follow through with the clinic rather than treating the screening as completed enrollment.
Ask what identity, residence, income or benefit records are needed and who should attend. Tell the clinic about current Medicaid, SNAP or TANF participation when asked. Such information can assist the eligibility assessment but does not automatically arrange the WIC certification appointment or activate benefits.

Make the clinic follow-up about the remaining requirement
Editorial analysis. Keep the WIC application or inquiry separate from the clinic appointment. The official page identifies category, income and medical or dietary risk as different eligibility elements. Completing an online screening does not finish that assessment. Ask the clinic which next step belongs to the person applying.
Prepare the requested identification, residence and household income records, plus custody or foster documentation when relevant. If a record is missing, ask the clinic what is needed instead of assuming a SNAP or Medicaid screen supplies every answer. Keep the actual appointment instructions with those records. The page’s average food-value example is not a personalized food package or promised amount, so use the clinic’s participant-specific guidance for later shopping questions.
Public-guidance check, October 23, 2026: we read West Virginia WIC’s eligibility and first-appointment guidance. No private case, appointment, provider place, award or payment was tested.
Medicaid and WVCHIP: assess each family member and the correct review date
Use WV PATH for the health-coverage application and requested eligibility records. For children, the WVCHIP application page lists online and assistance routes. An adult’s Medicaid decision does not determine a child’s coverage. Ask which program each child is being assessed for, and keep that child’s notice and enrollment instructions.
The Bureau for Medical Services’ current 2027 guidance distinguishes some new applicants from existing members. Affected January 2027 applicants may need qualifying activity in December 2026. Existing members are assessed at their regular 2027 renewal, beginning with renewals due in March. This does not mean all members lose coverage on January 1.
Use the linked DoHS Medicaid changes resource for qualifying activities and exemptions. Ask the office which coverage group and review period it is using, what can be verified from available records and what you need to send. Keep contact details current in PATH and read the actual notice. A health-plan account does not replace an eligibility response.
WV WORKS: cash, employment support and other benefits are distinct decisions
WV WORKS is the state’s TANF family cash program. BFA says many recipients also receive SNAP and Medicaid, but receiving WV WORKS does not guarantee either. Use PATH or the local DoHS office for the cash application and follow its evidence requests separately.
Ask the worker to explain any employment or education plan, the next appointment and the records required. Educational opportunities can include assessment, vocational training, college or job-related education when eligible; these are not automatic benefits for every cash recipient. Explain practical barriers such as care arrangements or transportation and ask how to have them assessed before missing an activity.
Child care: connect the application with the regional agency and provider
The current BFA child-care page describes subsidies for eligible working families and, in some cases, parents attending school. Regional Child Care Resource and Referral agencies provide eligibility assistance, information and provider referrals. Use the directory linked there to locate the office serving your area.
Tell the agency whether you are applying for the first time, changing a provider or renewing existing care. Prepare the work or education schedule and requested household records. An older regional page’s income percentages should not be substituted for the current eligibility assessment.
Before starting care, confirm the provider can participate, has a suitable place and understands the authorized dates and payment arrangement. Ask what family contribution or provider charge remains. Selecting a licensed center is not by itself a subsidy approval; a referral does not guarantee an opening for your child’s age or schedule.

Give the regional referral enough detail to be useful
Editorial analysis. Tell the CCR&R agency whether the task is a first subsidy request, a change to current care or help locating a provider. Put the child’s age, location and needed days or hours beside that question. A general list of providers is only a starting point if it does not match the actual care need.
Ask separately what household evidence the subsidy worker needs and which providers can consider the arrangement. Keep any application confirmation apart from the provider’s response about space and schedule. If work or school changes, identify that change and ask which case update is required. Provider information, family eligibility and the authorized payment arrangement have different owners; a helpful referral should not be treated as completion of all three.
Public-guidance check, October 23, 2026: we read BFA’s current regional assistance and provider-referral guidance. No private case, appointment, provider place, award or payment was tested.
LIEAP: the fiscal-year chart is not an intake opening
The BFA utility-assistance page has FY2027 income guidance, but it describes regular LIEAP intake as a short winter period and says an emergency opening will be announced. A current financial chart does not establish that regular or emergency applications are open today. Confirm the applicable intake instructions with the DoHS field office.
Keep the heating bill, account number, household evidence and any disconnect or fuel notice ready. Ask how an invitation or mailed application should be returned and obtain proof of receipt. Also contact the supplier about the account; a request for assistance is not confirmation that payment or a delivery is arranged.
Equipment repair and replacement are separate from bill assistance. BFA links that program to MyLitt or a community action agency and identifies specific conditions, funding limits and seasonal restrictions for cooling work. Ask about authorization before commissioning repairs. Weatherization and the reduced utility-rate program have their own purposes and follow-up.
Housing: use the authority or property that actually runs the list
HUD’s West Virginia page separates public housing, vouchers and subsidized-property searches. Contact the local public housing authority about its jurisdiction and current application status. For an individual assisted property, contact its manager about that property’s process.
Record which list you requested, its confirmation and how to update it. A PATH application does not place you on every housing list, and a statewide directory is not an application. For an immediate housing deadline, seek local emergency resources while maintaining longer-term applications. Old pandemic rental-program announcements are not evidence of current funding.
WorkForce WV: certify each completed week and report work when performed
Use WorkForce West Virginia’s claim guidance for unemployment, separate from PATH benefits. Keep employer and separation information and respond to any eligibility questions. A potential benefit calculation is not a final decision on every issue.
The current basics page defines a week as Sunday through Saturday and recommends certifying on Sunday after it ends; the filing window runs through Friday at 5 p.m. Follow the current claimant instructions rather than waiting for a food or cash decision first.
The claimant FAQ says gross earnings belong to the week work was performed, even if unpaid. Keep each week’s confirmation and work-search records. If a payment is held, identify the unresolved question rather than assuming the initial claim should be filed again.
Follow up with a specific case, record and deadline
Maintain separate notes for each PATH program, WIC, housing and unemployment. Record the submission, last request, evidence sent and next deadline. For child care add the provider and authorized dates; for energy add the supplier; for unemployment add the week ending date.
If help is denied, reduced or closed, read the reason and review instructions promptly. Ask whether a missing item can be corrected and how to dispute the decision through the stated route. Retain proof of delivery. A phone message does not necessarily extend a written deadline.
